This site needs to be assessed alongside adjacent site LP1103 to which it is joined; if developed together they would add 84 houses. As access to 1103 this site would facilitate building on Greenbelt and adding to traffic generation on the A6036.

On its own this small site will make only a marginal contribution to increasing traffic congestion, but if it were also to be used to create access to site 1103 behind it, traffic movements for 84 houses would be generated, accessing the main road by an additional, difficult junction. The access mitigation measures proposed have neglected any impact from LP1103. The local highway network in Northowram & Shelf is already congested but no figures for current or future traffic volumes and congestion have been provided, preventing an informed understanding of future problems, at this site and for the area as a whole.

This site is one of 29 proposed new housing sites in Northowram and Shelf Ward, which would increase the number of houses by 2057. This scale of development will drastically change the nature of our communities and local environment, and cause unsustainable pressures on roads and other social infrastructure. Instead the focus of development in Calderdale’s Local Plan should be on the regeneration of brownfield sites in sustainable town centres.

This site is not in Greenbelt (it’s in the primary housing area) but infilling will contribute to ribbon development along the A6036 main road; and it’s also the only access point for site 1103 immediately behind it, which is Greenbelt.
