This site needs to be assessed alongside LP0949 to which it is joined; together they propose 284 houses. Access to this site could only be via the A6036 and not Brow Lane and Green Lane because these are too narrow and already congested. These two Greenbelt sites provide the last remaining gap between this part of Shelf and the Bradford built-up area.

Contrary to the site assessment for LP0948, access cannot be via Brow Lane and Green Lane because these are too narrow and already congested; it could only be via site LP0949 and the A6036.  The local highway network in Northowram & Shelf is already congested but no figures for current or future traffic volumes and congestion have been provided, preventing an informed understanding of future problems, at this site and for the area as a whole.

This site is one of 29 proposed new housing sites in Northowram and Shelf Ward, which would increase the number of houses by 2057. This scale of development will drastically change the nature of our communities and local environment, and cause unsustainable pressures on roads and other social infrastructure. Instead the focus of development in Calderdale’s Local Plan should be on the regeneration of brownfield sites in sustainable town centres.

This site together with adjacent LP0949 provides the remaining gap between Shelf and the Bradford built-up area, thus fulfilling at least two of the purposes of Greenbelt established by NPPF: ‘to check the unrestricted sprawl of large built-up areas’, and ‘to prevent neighbouring towns merging into one another’. The Council’s own assessment states that this site performs ‘strongly’ against Greenbelt criteria. It is likely to fulfil all five purposes of the Greenbelt.

I propose that the land remain as Green Belt.
