LP0949, Carr House Farm, Shelf,

Estimated Capacity: 126
Site Status:  Greenfield within Green Belt

SNLPF summary assessment: (this is for your information, do not copy into your comment)

This site needs to be assessed alongside LP0948 to which it is joined; together they propose 284 houses. Access to both could only be via A6036 because Brow Lane and Green Lane are too narrow and already congested. These Greenbelt sites provide the remaining gap between Shelf and the Bradford built-up area.

Highways: (we suggest you can ‘copy and paste’ the comments below)
Access to both this site and adjacent LP0948 could only be via the A6036 because Brow Lane and Green Lane are too narrow and already congested. Access difficulties are already identified in the Council’s own assessment.
The local highway network in Northowram & Shelf is already congested but no figures for current or future traffic volumes and congestion have been provided, preventing an informed understanding of future problems, at this site and for the area as a whole.

Other: (we suggest you can ‘copy and paste’ the comments below)
This site is one of 29 proposed new housing sites in Northowram and Shelf Ward, which would increase the number of houses by 2057. This scale of development will drastically change the nature of our communities and local environment, and cause unsustainable pressures on roads and other social infrastructure. Instead the focus of development in Calderdale’s Local Plan should be on the regeneration of brownfield sites in sustainable town centres.

Greenbelt: (we suggest you can ‘copy and paste’ the comments below)
This site together with adjacent LP0948 provides the remaining gap between Shelf and the Bradford built-up area, thus fulfilling at least two of the purposes of Greenbelt established by NPPF: ‘to check the unrestricted sprawl of large built-up areas’, and ‘to prevent neighbouring towns merging into one another’. The council’s assessment is contested as being illogical, inconsistent and lacking in objectivity.

Additional Comments: (we suggest you can ‘copy and paste’ the comments below)
I propose that the land remain as Green Belt.
I have read the suggested comments for this proposed housing site prepared by the Shelf and Northowram Local Plan Forum and agree with them.
