This site needs to be assessed alongside site LP1046 to which it is joined and for which it provides access to the Local Highway Network; together they propose 56 houses. The Council’s own assessment concludes that site access will create new pressures on Score Hill; and that the two sites perform strongly for the five greenbelt purposes.

This site provides access for LP1047 to the Local Highway Network and the Council assessment concludes that access for both will require a new roundabout on Score Hill, however it would be on a blind bend with poor sight lines. Increased traffic on Score Hill will transfer to the Hud Hill/ Denholmegate Road junction which is wholly unsuitable for increased trips. The local highway network in Northowram & Shelf is already congested but no figures for current or future traffic volumes and congestion have been provided, preventing an informed understanding of future problems, at this site and for the area as a whole.

This site is one of 29 proposed new housing sites in Northowram and Shelf Ward, which would increase the number of houses by 2057. This scale of development will drastically change the nature of our communities and local environment, and cause unsustainable pressures on roads and other social infrastructure. Instead the focus of development in Calderdale’s Local Plan should be on the regeneration of brownfield sites in sustainable town centres.

The Council’s own assessment states that both this and adjacent site LP1046 fulfil three of the five purposes of greenbelt. The Council’s assessment is contested as being illogical, inconsistent and lacking objectivity.

I propose that the land remain as Green Belt.
