The council assessment states that Hedge Top Lane cannot provide a suitable access to this greenbelt site. The site needs to be assessed alongside adjacent site LP0589 to which it is joined and which provides access to the main road. Developing 0589 would facilitate building on Greenbelt and adding to traffic generation on the A6036.

The Council’s own assessment concludes that access to this site cannot be achieved from Hedge Top Lane and that it is not suitable for development in isolation. Access mitigation for adjacent site LP0589 has only considered that single site and is therefore inadequate for both sites together.  
The local highway network in Northowram & Shelf is already congested but no figures for current or future traffic volumes and congestion have been provided, preventing an informed understanding of future problems, at this site and for the area as a whole.

This site is one of 29 proposed new housing sites in Northowram and Shelf Ward, which would increase the number of houses by 2057. This scale of development will drastically change the nature of our communities and local environment, and cause unsustainable pressures on roads and other social infrastructure. Instead the focus of development in Calderdale’s Local Plan should be on the regeneration of brownfield sites in sustainable town centres.

The Council’s own assessment states that this site fulfils four of the five purposes of greenbelt.

Deliverability:
The council assessment states that this site requires access through LP0589 because Hedge Top Lane is not suitable. It is likely that restricted width at the junction of the two sites, created by third party land (gardens) and a Public Footpath will make it impossible to gain access to LP0589. If this was the case the site would not have suitable access and could not be developed.

I propose that the land remain as Green Belt.
